Cambodia calls on Thailand to stop delaying and respect border agreements under UNCLOS

Phnom Penh: The Ministry of Foreign Affairs and International Cooperation of Cambodia on July 20, 2026 issued a statement in response to the objections of the Thai side regarding the initiation of Cambodia’s maritime dispute settlement procedure under the United Nations Convention on the Law of the Sea (UNCLOS). In the statement, Cambodia stated that the use of mechanisms under UNCLOS is a legitimate right of States Parties and a peaceful method for resolving maritime disputes. Cambodia also noted that the Thai side has previously expressed its support for the use of UNCLOS in resolving maritime issues. The Ministry of Foreign Affairs of Cambodia called on Thailand to stop creating reasons to delay and return to implementing the demarcation process in good faith in accordance with the 2000 Memorandum of Understanding (MOU) and the ceasefire agreement agreed on December 27, 2025. Cambodia stated that there are no legal or practical reasons that can be used to delay the demarcation of land borders and the process of resolving maritime issues under UNCLOS. The statement also recalled that on 11 July 2026, the Parliamentary Assembly of the Francophonie adopted a resolution supporting the sovereignty and territorial integrity of Cambodia and called for the easing of tensions and the resumption of the work of the Joint Boundary Commission (JBC). At the same time, Cambodia called on the Thai side to respect the 1962 and 2013 International Court of Justice (ICJ) rulings on the Preah Vihear Temple and the delimitation of the border, in accordance with the 1904 and 1907 treaties, as reaffirmed in the 2000 MOU. In conclusion, the statement stressed that the delay in the delimitation process without proper justification in order to continue the illegal occupation of Cambodian territory is contrary to the principles of the United Nations Charter and the ASEAN Charter and is unacceptable.
